Re-Gen Construction Begins December 2025

After years of planning and design, the Arlington Re-Gen program breaks ground at the Water Pollution Control Plant on South Glebe Road this December. Construction will happen in two phases: the Early Work Package and the Main Work Package. The Early Work Package will ready the site so the Main Work Package can deliver a modern solids-handling system that cuts truck traffic, eliminates lime deliveries, improves odor control, and produces Class A biosolids and renewable natural gas.

What to Expect During Early Work Package Construction

The Early Work Package will focus on site clearing and utility work, including:

  • Site preparation and grading for future process buildings and support structures
  • Relocation of utilities (water, sewer, power, communications) for new facilities
  • Relocation of select process piping to keep current operations online throughout construction
  • Demolition of buildings and structures to create space for new facilities
  • Construction of staging areas to safely move materials and equipment around the site
  • Foundation work for future buildings and treatment systems

All work will occur within the Plant footprint, and day-to-day operations will continue uninterrupted. Neighbors may notice daytime construction activity, equipment movement, and deliveries. All work will be managed to minimize noise and traffic impacts. Construction on the Early Work Package will last approximately one year.

Main Work Package

Following the Early Work Package, the Main Work Package construction is anticipated to begin in late 2026 and will deliver the transformation of the Plant’s solids-handling systems, including:

  • Thermal Hydrolysis and Anaerobic Digestion to produce Class A biosolids and renewable natural gas (watch the video)
  • Dewatering, sludge screening, and storage systems for greater efficiency and process control
  • Advanced odor control
  • Improved truck loading system for biosolids

Re-Gen Benefits

By recovering renewable resources from wastewater, Re-Gen will advance more sustainable outcomes for Arlington. The program will:

  • Produce Class A biosolids and renewable natural gas
  • Reduce local truck traffic at the Plant (roughly half the hauling trips) and no lime deliveries
  • Lower the Plant’s carbon footprint through energy-efficient systems and resource recovery
  • Support sustainability by developing local end uses for biosolids
